No explicit effect is given, though it presumably quickens creatures. It is noted that the spell affects up to 24 creatures in a 6" by 12" area, and that it will counter a slow spell (and vice-versa).

This spell debuted in the Player's Handbook as a magic-user spell.

Creatures affected by this spell move at double their speed and attack twice for each attack they would normally perform (spellcasting is unaffected). Creatures closer to the caster in the area are affected first. Creatures affected by the spell are aged slightly when it ends, due to sped up metabolic processes. The spell can also be used to simply negate the effects of a slow spell.
