This proficiency increases the speed of a chariot driven by the proficient character by +1/3rd.

This allows a character to use a chariot. With a successful check, the character can increase the chariot's speed by +1/3rd. If this check fails, the chariot's speed decreases by half (but the horses pulling the chariot have their time to fatigue doubled). Animal Empathy provides a +1 bonus to the proficiency rating.
The character can also navigate difficult terrain with a successful check (though this doesn't let the chariot run on terrain that it simply can't move on).
